Allow setting a default template per story type

For example, we have a bug report template that customer support uses.  It's not very clear to them how to use the template, so they usually just create bug reports without one, leaving out key information and necessitating a back and forth between engineering and CS.  It would be very helpful if we could set it so that whenever a user chooses a specific story type that the default template for that story is selected.  Alternatively it would be useful to just block the default "Create Story" button and force them to choose a template when creating a new story.
